Abstract: Community governance is the foundation of social governance. It is related to the stability of the society, the well-being of
the people's livelihood, and the realization of the modernization of the state governance. As a southwestern frontier minority county city,
Mengzi City has made many explorations in the use of Internet technology to improve community governance capacity, but there are
still many problems such as fragmentation, inaccessible information and insufficient participation of residents and community
organizations. This study emphasizes that "Internet plus community governance" need to return to the relationship of government,
society, and individual, and promotes the innovation of community governance with the idea of opening and sharing.
